Job Description:


1. Policy Compliance & Operational Support

  1. Provide professional support to ensure full compliance of HR processes and records with UN/UNDP rules and regulations;

  2. Ensure the fair and consistent implementation of HR policies, fostering an inclusive and transparent working environment;

  3. Deliver effective client service by guiding HR policies and practices to staff enquiries;

  4. Support the continuous improvement of internal Standard Operating Procedures (SOPs) for HR management;

  5. Maintain a proper filing system for all HR records and documentation;


2. Talent Programme & Workforce Coordination

  1. Assist in the coordination of the full employment cycle for internship and fellowship programmes, including onboarding, performance evaluation, and offboarding;

  2. Support the whole operations of the internship and fellowship programme;

  3. Facilitate effective communication with stakeholders and the GSSC to track HR transactions;

  4. Provide analytical support by consolidating survey results and HR data for practical implementation.


3. Staff Engagement, Learning & Development

  1. Provide support in developing and implementing learning and development initiatives aligned with office priorities;

  2. Assist in the organization of staff engagement activities;


4. Inter-Agency Coordination & other HR Tasks

  1. Support the UNOMT initiatives among UN agencies, such as UN Orientation and UN-wide surveys;

  2. Engage in other HR tasks assigned by the supervisor.


Personal Reflection :


Looking back, I still vividly remember my very first day walking into the UN compound, carrying a mixture of nervousness, excitement, and uncertainty. That memorable May by the beautiful Liangma River marked the start of a transformative chapter. In the blink of an eye, a full year has passed, and once again, the season has come full circle.

Throughout this fellowship with the Human Resources Unit at UNDP China, I have been deeply immersed in both the technical execution of daily operations and the broader organizational culture. This journey has allowed me to successfully contribute to UNDP’s People 2030 Agenda by helping cultivate a high-performance culture and a fulfilling employee experience. It has significantly strengthened my technical knowledge, communication skills, and capacity to coordinate across diverse stakeholders in a dynamic multicultural environment, reinforcing the importance of operational integrity, diversity, and people-centered support in the workplace.


When I was first exposed to HR work within the UN system, what impressed me most was the complexity and precision behind every process. From recruitment and onboarding to the full employee lifecycle, every procedure required careful attention to detail, professionalism, and ethical awareness. As HR often serves as the very first point of contact for many candidates beginning their professional journey with UNDP, I gradually realized the significance of this role. Every operational decision, communication, and action carries potential implications, and even small deviations from professional or ethical standards may affect broader processes and outcomes.


My core contributions and achievements during this period were driven by a commitment to operational efficiency, systemic optimization, and team synergy:

  • Systematizing Talent Recruitment & Risk Mitigation: To enhance operational continuity across young talent cohorts, I drove the optimization of our recruitment pipeline by updating core Standard Operating Procedures (SOPs) and supporting a structured talent roster. This initiative effectively accelerated position matching, minimized operational disruption for hiring units, and fostered equitable opportunities for incoming practitioners.

  • Rebuilding Learning & Development Infrastructure & Driving Staff Engagement: To cultivate a sustainable culture of continuous learning and well-being, I re-structured our digital learning assets into an accessible repository while organizing various orientation and sharing sessions. Additionally, serving as the Employee Association representative, I spearheaded key staff engagement activities—such as the office hiking event—which successfully strengthened cross-team interaction and built an inclusive community.

  • Providing Analytical Insights & High-Level Protocol Support: I delivered targeted research on localized policies and innovative project frameworks to synthesize practical lessons for international development operations. Furthermore, during major institutional milestones, including the UNDP 60th Anniversary Reception and senior management visits, I assisted with diplomatic protocol and backstage logistics, ensuring seamless execution and reinforcing organizational visibility.

One of the most rewarding aspects of serving as an HR Fellow was the opportunity to work within such a supportive, warm, and healthy Operations Team and HR Unit, surrounded by truly remarkable colleagues. My supervisor consistently guided me with professionalism and patience, not only assigning tasks, but also carefully explaining the background, rationale, and operational significance behind each piece of work. This approach differed greatly from conventional task-oriented management styles; instead, it often felt like a vivid and immersive classroom, allowing me to genuinely understand how a local Country Office operates in practice. It was within this nurturing and empowering environment that I was honored to receive the "Rising Star" distinction during the annual Reward and Recognition—a recognition that I deeply owe to the guidance, trust, and collective energy of the entire team.

This year-long journey has provided a profound education in the realities of international development. Beyond the glamorous global image, the essence of the United Nations lies in detailed, routine, and highly practical daily work; yet these seemingly ordinary operational efforts remain the indispensable foundations that allow broader development initiatives to function. Recognizing that Operations is truly the backbone of the country office by seamlessly anchoring every single unit has filled me with immense professional pride and expanded my technical perspective.

I remain deeply grateful for the lessons, friendships, and memories that defined this chapter, and thank the GIP team for their steadfast support throughout the programme. In particular, my sincere gratitude goes to PDF; your trust provided the foundation for me to experience organizational operations firsthand within the UN system. More than an entry in my career, this experience has permanently reshaped my outlook—shifting my aspirations from individual advancement to a lifelong devotion to the global development agenda, where I hope to leverage systemic impact and empathy for collective human progress.
